Capoue, aged 26, was one of the raft of players to join Andre Villas-Boas’ Spurs as the money from Gareth Bale’s transfer was invested in the squad.
But after a promising start following his arrival from French wide Toulouse, the deep-lying midfielder suffered with injuries.
He struggled for gametime after Villas-Boas was replaced by Tim Sherwood and then Mauricio Pochettino.
Capoue leaves White Hart Lane with a record of just 12 Premier League appearances in each of his two seasons and a total of 36 appearances in all competitions.
Watford have not confirmed the fee they have paid for the France international but it exceeds the £3.25m they paid to land Nathan Ellington from West Brom in August 2007.
