Mason, aged 25, has signed a three-year contract at the KC Stadium.
He opted to join the Tigers over a possible move to Sunderland.
The one-cap England international came through the ranks at Spurs and had been on the north London club’s books since 1999.
After a succession of loan spells away from White Hart Lane, he broke into the first-team and established himself as a regular starter alongside Nabil Bentaleb under Mauricio Pochettino in the 2014/15 season.
He ended the campaign having made 37 appearances for the club. But injuries and Eric Dier’s move to midfield restricted his opportunities last term and he has now been allowed to move on.
